boost gauge question

i just installed a boost gauge on my redtop w/ smic + t25 and the gauge shows vacuum under accel and pops up to 0 between gears. never goes above 0.

gauge is t'ed between stock hot pipe nipple and wastegate actuator.

what the hell. could this be because of a leaky valve cover gasket, which i'm pretty sure i have? or is it a problem with the actuator or somthing?

post about valve cover/gasket

the boost gauge at idle if it has a vacuum reading should read between 17 and 21 inches of vacuum. under decel it should read about 30inches of vacuum and under boost should read above zero. if not all of these are true for you then your gauge is probably broken.

the gauge was brand new from Jeg's. i figured the gauge was ok since it pulls vacuum, it just pulls vacuum while under 1/2 to full throttle and doesn't ever go above zero. it sits at 0 on idle- it should be pulling vacuum, right?
