I have a question im finishing my Kouki convertion and I was wondering if I really need the headlight stays these parts below.

Those are the headlight brackets and you don't have to weld them in, you can drill/bolt them down.
The 'stays' are not headlight related, I just checked my crash book. They're the U shaped brackets that secure the bumper upper retainer to the reinforcement, they're different between zenki/kouki. You don't need them, but your retainer may rattle against the reinforcement without them, and the cover may sag a little too.
