high idle, air regulator

ok so i have had this high idle problem and did every single thing besides the air regulator.lol didnt even think to pull it off and check it out. well i did today and the spring on the inside is streched out and the valve is open when i took it off. does this mean it is worn out or broken. i dont know what postition it should be in when pulled off. and my iddle is around 900 with the iacv closed, so i am hoping all this time that the air regulator has been my culperate

Your talkin about the IACV right? buy a new one, what motor is it, ka,sr,rb?

no its the air regulator that hooks up to the iacv, and its a vg30de
