Hey everyone, does anyone know what is this black squarish piece with a bunch of square pattern behind the fender liner on the driver side towards the engine? Can I hammer this thing? My tires are rubbing against it. Specs 17x9 +20; s13. Thanks a lot!

sorry forgot to mention it's an s-chassis, to be specific a s13. Yeah, I was just wondering if it serves any functional benefits, if not I am just going to hammer away.
