Unhappy please help. head lights dont pop up but turn on,tack doesnt work, etc not working??

ok so i was driving and i pull up to a light. once a start going my speakers mad a quick pop and everything stopped working..everything as in the stereo my tach my clock my dome light brake light climate control... and odd thing is my headlights turn on but they dont pop up. also on my tach, the light turns on when car is on but no numbers appear also the car does turn on... but also i have to jump start the car and when i disconnect the jumper cables the voltage goes from 13v to about 9.6v. i know i may need a new alternator but im pretty sure this lighting problem is from something else all the fuses seem good so idk what else to do... so please help me if you know what i can do? and suggestions would be great thanks... its a 1990 with s14 sr

did you check the alternator fuse?

Sounds like you have an electrical problem...

EDIT:
Sorry I can't help lol.. Try taking the battery to an autozone or something and have them test it for free.. The things that are having a problem seem like they may need close to a full 12 volts to function..

check the wiring leading to the meter fuse might be burnt.....
