installed boost gauge but...
ok there is only one line running vacuum, and when i have it hooked up, its usually on 20psi vacuum, it only goes into boost when im on the gas, if im barely on the gas its still in vacuum, it goes up to like 11psi too when i gas it all the way...is this normal for a boost gauge, i would have thought that as long as the turbo is spooled up it would show boost...?

Yes, this is normal. The turbo won't produce boost unless there is load applied.
You have your vacuum line T-ed off at the the TB right? Well, when you let off the gas, the throttle plate closes, creating a vaccum through the intake manifold. This causes your gauge to display vaccum.
