s13 Fixed sleepy eye (I already searched!)

Please don't be quick to flame because I've searched extensively both here at zilvia.net and 240sx.org and have not found the information I need. A few questions regarding altering the headlight height:
1) Yes, I know that it's possible to get sleepy eyes with both the $10 switch and the $85 pivot controller but has anyone devised a way to bring the headlights to a PRECISE position every time?
2) Has anyone made a custom headlight arm that to reduce the height of the pop-up and if so, how difficult is it to make and what materials are required.
3) If I alter the length of the headlight arms, will this cause the headlight motors to burn up?

I appreciate any help you guys could offer regarding any of the above questions. Thanks,

If you think about it, a smaller arm connected to the motor would cause the headlights to only open a lil bit, but it would also cause the motor to over-close, and that probably wouldn't be good. The trick is to make the motors think that they are fully open when then are only partially open. bruinbear714 seems to have come up with a way to do that, but his page is a little to technical and I suck at electronics far too much to fully understand it. Mike from clearcorners.com has also figured out a way to make them retain their full functionality, and be stable enough to be DOT legal, but I seriously doubt he would share that info, I don't think I would in his position.

If you figure it out let us know, because I have pondered over this question quite a few times too, and I don't think a pivot controller is the answer.
