S13 SR Boost Creep!!!!!

Alright this has been a issue for a long time an its light weight annoying lol Im running a Black top S13 SR in my 14 with a S14 SR T28, SS Lines, ported manifold, Front mount etc an this has been a problem even back with my t25 had some (intercooler setup) my car will run 6 psi around 3300rpms(Current T28) then as i try to do a pull the boost slowly raises up? to around 9-10 psi at 7k . I have the wastegate hooked up to the largest throttle body port. theres nothing else tapped off it. it just slowly raises boost in high rpms. An for some reason I can never run steady boost with any electronic boost controller? Im thinking could it possibly be a boost leak? Idk what else it maybe but my car wont stutter under load at all? I also currently have a cracked turbo elbow(its not bad tho so I don't think its a back pressure issue) Any oppinion on this would be much appreciated cause i wanna put my 2871r on but boost spike issues on that I feel like would be fatal to my motor an From what I've read up on Boost Creep these are possibilities

1. your actuator hose could be too long, remember the stock one comes from the hotpipe which is located right next to the turbo.

2. your actuator hose could be too small, or clogged (i know you said you replaced it, but check it again)

3. for your actuator, you want to git signal from your charge piping

4. if all else fails, maybe to much flow? not enough back pressure?

Any Other Ideas??????

this is rarely the case, as few swaps include the factory boost solenoid because it is on the chassis. sorry wish i had more to add to actually diagnose the issue
