I'd save the headache and buy a brand new bumper first off... then you will want to sand it with 600 wet paper, clean it very very well and then wipe it with a waterborne prep/cleaner and wipe with a tack cloth then spray a regular build production 2k primer. After that you can wetsand it and shoot the base and clearcoat.
