Sr20det reset timing with head on??

Ok so car ran fine before my Headgasket blew, s13 redtop. After I put the head back on and redid timing the car wouldn't start and caused it to flood. Cas was off. Fixed that and got car to start but died instantly.. nothing is leaking fuel and everything ran perfect before so I assume timings off by a tooth..
Is there a way that I can redo it with head on for instance can I take cams off and turn to tdc with crank pulley at 2nd notch and put cams back on at 10 and 12 on designated cam notch and presto?
I know I put the gold chain notch in correct place when building motor so it should end up on the cranks marked spot every 360 degrees right?
