Realistic answer, if you're even considering this, get more information from your friend. Cams "not turning" wont be the only problem. As far as cost, expect AT LEAST $400 for quality parts and gaskets assuming you have the knowledge and tools that you need, including a good torque wrench. This is no small task if you haven't done it before and based on your post you shouldn't even attempt it.

Gee. Your buddy wants to trade you an engine where "the cams don't turn". If the cams don't turn, it's a safe bet to say that either:
-the crank doesn't turn either, aka SEIZED ENGINE.
OR
-the cams are seized and the crank does turn, which means the timing chain broke.

Either way, I'm not getting the impression that you are technically savvy enough be rebuilding engines when you can't even proofread a post before you submit it.
