Seat belts stuck (won't pull out)

Having a little problem with my seat belts. Was helping my father swap out his interior for black interior and we ran into this problem when swapping seat belts.

- we are able to press in a little button which will "unlock" the belt and allow is to pull the belt out, however if you let it go, it'll wind itself up like a normal belt however it'll get stuck again.

Anyway to fix this? Once the panels/seat is on there will be no way to reach the button.

Here is a video.

Open up the side that has the gears, not coil. You will find a cylinder that moves to lock the belt when in an accident. Sometimes this cylinder sits in the wrong position which causes the belt to lock. Reposition it and it should work. You'll also notice that when its tilted a certain way it locks.

Taking a wild guess: Front seat belts?

If yes, You put the seat belt mechanism and the top bolt in the wrong location. The seat belt mechanism needs to be installed at the bottom of the B pillar and the top bolt needs to be in the bolt hole near the top of the B pillar. See the factory service manual for the diagrams.

If it isn't vertical the seat belt won't pull out because of the lock inside.
