i don't get these offsets, but i was told around 35-40mm is ok for the s13 coupe, will a 16x7 +40mm rim fit nicely?  if so, what tires whould i get?

They'll fit, but they won't look too great(IMO), plus you will be missing out on wheel track potential. For a 7" wide wheel go for something between +20 and +30. Tire wise 215 or 225 will probably work well in compromising sidewall stiffness and footprint on a 7” wheel.
