That is correct, the paint all along my windshield wipers is coming off, and I would like to know, do I just pop that cap looking thing off and there is a bolt underneath or something or is it more complicated than that?

yes... pop the cap off and there's a bolt under it.  just be careful not to damage your windsheild... initially it might take a lot of force to unbolt it.

I did that this morning, but the freaking thing is seazed to the bolt... pissed me right off.

spray it with penetrating lube or wd40 for a week everyday and then try. i had to do that with my eccentric bolts for 3 months since i didnt wanna try n torch them loose to do an alignment
