Eccs issue maybe

Hi there I never really post but read from time to time. I hope this is the right section, anyway I have a 95 240sx se with redtop sr20det. Im having a few issues with the car after its been sitting 8 years buying parts and building. So im almost done with getting the vehicle running. My problem is with maybe the eccs relay. When you turn the ignition to the start without pushing the clutch in, all lights on the dash come on like normal. My problem is when I turn the ignition off and key out the dash lights stay on and the ecu still has power. Ive swapped out the relays for different ones and same thing happens. I can take the relay I think the red/blk wire and touch it with a test light and it clicks on to energize like key is on. It also does this with the ignition switch disconnected. Im at a lost and me and a budy didn't rewire anything and at a lost, any help would be great.
