e-brake cable issue

So my e-brake never worked since I've owned the car. I haven't had the time to see why until recently. So I took off my center console thing and all of the cables are still intact. My assumption is that somewhere between the inside of my car and the brake, something is wrong, loose, or broken.

Is there a common thing to happen to our e-brakes for this to happen? Maybe a weak point that I should check first? Any help is appreciated. I don't have a lot of time on my hands to inspect too into depth, but I know I'll have to do it.

another easy inspection:

jack up the rear, take off the wheels and make sure the ebrake line is connected to the rear calipers, and they are aligned with the hash marks.

92 240SX

I bought another e-brake cable a long time ago thinking that it was missing, but why would the previous owner remove it. They had it for about 7-8 years before I picked it up. I'm hoping something just popped out and I can pop it back in or something.

loosen the ebrake line to give it some slack, jack up the car, remove rear wheels, and check out the ebrake line in the rear. They should be sittin on a fork tightly.

What if the passenger side one is not sitting in the fork tightly? My e-brake has also went and after inspecting it I can see all the cables and they don't appear to be snapped anywere. I did tighten the bolt under the e-brake handle itslef and it did retighten the throw of the handle, but still no e-brake response.

hmmm... check the other side. make sure the ebrake is loosen when you are correcting this, or else you'll have one hell of a time. That was what i ws feeling when i frist got my car. the tire only locked one side (drivers) cuz it was the only one connected. make sure both sides are connected, then look around the driveshaft area. Don't bash my drawing, you peehole!

Make sure those cylinderical nubs are in the sockets. its kinda hard doing it whn you can't get good light down there, but that should help. Hit me up on AIM if you need a quick response.
