Front Timing Cover Removal

I can't get the front engine cover off on my sohc. All the necessary things have been removed(oil pan, oil pump, pulleys, bolts, distributor etc.) but theres two bolts that seem to be threaded from the inside... all you can see is the butt's. One is by the a/c brackets and the other was behind the oil pump. Do these have to be removed to take the front cover off? If so, how?.

Looks like the head is busted off. You can try tapping it out, if they're not stripped, and if you're patenient enough.

thats what I thought. but I have another sohc engine that I looked at to compare and the bolts are exactly the same, just the threads peaking out and no bolt head.

unless it's a coincidence that I have two sohc engines that have two broken bolt heads at the same location?.
