new setup, new problems

ok, i have a t3/t4 turbo on my redtop SR, z32 maf, 700cc, tuned ecu, and i don't have any power under boost, checked timing, it's on the second mark from the right, and the plug gap is fine, BUT the plugs are basically black, i know this is caused by running rich, but i don't think that would cause the engine to have no power under boost AND feel like it's missing when it gets to about 5psi...
anybody have any suggestions?
