painting stock wheels doesn't seem like a new thing that honda guys started. I see a lot of old school rods with red steelies. even lime green. Unless steelies were red from the factory back then...I have no idea.

Yes, "Old School Rods" came with painted steel wheels. They also came with chrome trim to go around the outside edge of the wheel, and a chrome cover that fit over the center part of the wheel. Like this:

That is an acceptable painted steelie.
