KA Powersteering cuts in and out while turning!!?!!?!

So i have a 92 240sx kade motor.

and the powersteering cuts in and out while i am in the middle of a turn and sometimes before i start turning.

i have checked the power steering pump it doesnt whine or make any noise the fluid is properly filled there are no leaks coming from the resivour or the pump itself or the steering rack.

like i said it only does it while turning at low and high speed.
anyone else have this problem?

Could also be the intermediate shaft between the steering column and the rack. Thats what it was for me

make sure that it is properly bolted in place and that the splines that it holds onto arent worn smooth or anything
