I want to get a new exhaust, but I have a hard time shelling out $550 for something that isnt full stainless steel.  Also...I'd prefer true dual pipe/tip if possible (not HKS's dual tip).

I don't care for the perfectly round "canister" exhaust like the Nur Spec or Fireball.....but I do like the "flattened oval" look (5Zigen Border III, Tanabe G-Power Medallion)...but the Border III isnt stainless steel...and the G-Power is S14 only (or...at least no one carries the S13 version).

Any suggestions?

well, you've posed a pretty much impossible situation.

There are probably exhausts in Japan that exist and do exactly what you want.  Maybe Kakimoto or something.  However, you will have to spend more than $550 to get them.  Best full stainless I can think of is the Apex'i GT Spec, but you say you don't like the look.

I say get the N1 duals.  I have them.  I live in Illinois.  I haven't had a rust problem yet.  The pipes are all coated in this purple stuff, and it seems to do just fine.  And the cans are stainless, so they clean up nice.

Anyway, I think you're on a hopeless quest here.  What you want is basically going to have to be custom, I think.  Find a muffler shop that will do mandrel bends with stainless pipe and have them make it for you.  Other than that, buy something that's already out there.
