Before installtion of a turbo, isn't there like a priming or lubing process? Can someone explain this process to me? I hear a bunch of things, but want to be exact.. thanks!

According to the pre-oiling instructions that came with my Garrett:
-Fill the oil inlet and spin the turbine
-Make sure your oil filter is primed if you changed it.
-Disable your ignition system and crank the engine for 10 - 15 seconds to make sure the oil pump is up to full pressure and the oil light is out.
-Start the car and let it idle for 3 - 4 minutes.
