Possible Steering rack problem?

Ok guys I'm trying to figure out why my steering wheel on my 95 240 shakes badly from 60 mph+ and feels like shit on the streets. Even when my car is at idle I can see the wheel vibrating a little bit w/ the vibrations from the engine. I can also feel the engine vibrations through the streering wheel. I'm running TEIN HE's, 235/45 es100's on 17x8.5 +25 m2 DT-05r's (nismo knockoffs) with about 6,000 miles on them. Also SPL t/c rods. The coilovers are set to the TEIN manual specs I haven't had a chance to slam the car because I need to roll my fenders and get some spacers. After reading last night about possible issues I have 4 possible culprits.

1) I'm still running stock tie-rods and they look pretty fucking worn out I also noticed a little abnormal wear on my driveside tire looks like a zig zaggy line on the outer side of the tire. Abnormal Toe Wear?

2) I was just outside slightly wiggling the tire back and forth and looking at my steering rack and Steering wheel. With slight movement I see the steering rack moving and also steering wheel jumping pretty quickly right and left as I was moving the tire slightly. Feels like theres some play in the steering. I'm not sur eI might just be anal.

3) wheels need to be rebalanced? I've already done it once about 3,000 miles ago because there was some tire pull and my friends pops tire shop said it was radial tire pull so he switched the fronts to correct the problem.

4) Hubcentric rings? I can't find them fucking anywhere and tougefactory said they don't stock them and that's where I originally purchased the wheels.

Now the real question is: How should I go about solving these problems. Should I try it in any particular order myself or should I just take it to a shop let's say West end alignment and have them figure out all that is wrong. Also what do you guys think it might be?

don't know what to tell you as far as the vibrations. i changed/upgraded most of my front end parts after i took out three mail boxes all on 4X4 posts
