Try this first... pull the e-brake all the way up. You will see a hole under the handle. In the hole is the e-brake adjustment bolt/nut. Use a 6" extention with a deep well 10mm and tighten the bolt. Turn it a bit, let the brake down so the cable can catch up. Then repeat the process and see if this works. If not, let me know. PM if you have any questions.

dammit!!!! you beat me to the punch... when will my chance come to give advice...
but yea when i first got my s13 it was the same way, only with mine you could barely feel the e-brake slowing the car down when it was all teh way up.. jsut follow what 240silvia said and you should be good..

If tightening doesn't work, the cable could have snapped. In that case, just get a new one and replace it.
Also, pick up a fsm. That should teach you a few things.
