sr runs rich wont rev past 3500

I recently installed a s13 sr20det blacktop in my 240sx. When I crank it up it runs very rich. I will smooth out when I unplug the maf sensor. I have tried a new maf, a new coolant temp sensor, another ecu, and checked for boost leaks. When I plug in the maf it runs very rich and lumpy. I drove it down the road and when it gets around 3000rpms it feels like it wants to pick up and go but when it hits 3500 it shuts down. If anyone has any ideas please let me know.

i thought the whole limp loop (no MAF connected or bad MAF) was set to only rev up to 2500rpm...or is that on KA's only
