is it my fuel pump? or is it something else?? please help

ok... my problem is that my fuel pump, which is a 255lph Walbro.

It tends to be "Stubborn". when i say stubborn, i mean it turns on when it wants to turn on, high pitch winding noise. Some times it would turn on on the first turn, and some times it would turn on after turning the key on and off for about 30 minutes. this only seems to happen during winter months, which is very weird. its totally fine during the summer months or other warmer months.

what i've done so far is crimp the wires accordingly in the trunk for my fuel pump. it seemed to work for the first month then it started to act up again. what i'm about to do next is purchase the hardwiring kit from one of the venders, i'm not sure which one, and see what will happen.

please, this is very annoying and i am fed up with it. its been happening since the first winter i've owned the car about 3 years ago.

also as a side note:

the engine is a S13 Blacktop SR20DET.
engine mods is just about stock.

mods consist of:
recirculated Blitz DD BOV
Trust DP
Espelir Catback Exhaust
NGK iso 7 Sparkplugs

hmm... it could be that the fuel pump isn't getting the correct voltage... you can get a 30a relay and wire the fuel pump straight to the battery and see if that helps.
