Weird windshield wiper problem...PLEASE HELP

Hey everyone. I've got a 91 fastback and I've searched everywhere and can't find anything!!

My windshield wipers turn on fine, but they wont shut off most of the time. It works like this...

One click down (delay speed) works for a sec sometimes but mostly just goes to the medium speed. Then I can only switch between medium and high speed. Doesn't matter what setting they are on, the first 3 clicks is all medium speed and then the last one is high speed. If I put them to the off position, they stay wiping at medium speed. Sometimes if I leave them in the off position for a while they will eventually shut off, sometimes not.

Same when I use my windshield washer fluid, they turn on at medium speed and then stay on. Doesn't seem to matter what I wiggle or toggle or push. They stay on until they decide they want to shut off.

This is so bloody annoying and rediculous in winter driving!! Anyone had this problem or have any insight???

Perfect, thanks for the feedback. I wasn't sure how the wiper circuit worked but I got the just of it now. I'll check the FSM for a testing procedure. Hopefully I can find an amp in the wrecker.
