SR no start gig help

S13 sr engine, cranks but does not catch.
There is spark and fuel, checked spark by grounding the plugs and fuel by pulling out the fuel rail letting the injectors spray in cups.
It just cranks and floods within a few seconds.
The first 3 plugs are fine, a little soaked when checked but the 4th(closest to firewall) is always covered in black dust, the tip and electrode.
A little bit of normal and black looking smoke comes out when cranking.

I think its the timing but I checked it and took a few pictures, can anyone verify if its correct?
Didn't see the gold links, probably had to turn it over a few times but everything seemed to match up according to what i read about it.
Set the crank to TDC, second mark from left, fist cam lobes pointed out, CAS matched up but took it out and reinstalled it by matching up with the right dot then the left one lined up. counted 20 pins between the two dots on the cam gears.

the intake cam is at 10 o'clock and the exhaust seems to at 1 o'clock but some people say it should be at 12, the enthalpy directions say 1 o'clock, but it looks like other people pictures I've seen. A few people have had similar symptoms when I searched but none seem to get resolved.

any suggestions would be appreciated.
thanks

From what I remember, at TDC they should be facing away from each other.

Check out your compression. When my mechanical timing was off I was getting weird PSI readings on all four cylinders. Once I got the timing set correctly I was getting 160-160-160-160. Also, you need to figure out why your first three plugs are soaked in gas, but not your 4th?

fourth injector might not be working properly??

You have to keep turning the pulley untill you see the colored links, Mine where like black/blue. I had to turn mine several times before I could get them where they have to be, the dots on the sprokets will aling with the colored links once done correctly. It's easier to turn if you take the belts off and just keep turning.

okay so what you are saying is that when piston number 1 is at TDC the timing marks on the cam sprockets should be facing away from eachother?? (Please someone that 100% knows for sure please answer)... I'm on my way to jersey to resolve a SR20 red top issue myself and has the exact symptoms and figured this info would be helpful to me as well.... thanks- Adam

The first cam lobes are pointing away from each other.
I have no idea why the first 3 plugs are fine and the 4th one is always black, all injectors sprayed the same way and amount.

How do I adjust the mechanical timing, taking the chain off and redo it or use the timing gun and move the CAS?
If so, is it going to be accurate by just cranking the engine because the car does not start and I can't unplug the tps or do the rev gig to get into timing mode?
Does it seem as if the CAS could be bad, I'm gonna try to test it today and do a compression test, hopefully that tells something.

thanks

Did a compression test today: forgot to hold the throttle open the 1st time but here are the results - of course not after warming up.
4-128
3-138
2-131
1-129
The engine has been sitting for a year with no oil so I'm sure that didn't help, don't know if its being lubricated while cranking?
Then I put a little bit of oil in each cylinder and retested w/ throttle open, got -
4-138
3-145
2-150
1-153
Re did cylinder 4 after that and got 141, figured it didn't have time to lube up b/c I just started testing that one after putting in oil, so it got little better.
I know these aren't perfect but it should at least start the damn car.

Checked the CAS wiring - and it checks out
Got battery voltage between terminal C and Ground
Continuity between A and ground
Continuity between C and ecm harness pins 31/40 (1 degree signal) ECU#62
Continuity between D and ecm harness pins 22/30 (180 degree signal)

Gonna take the CAS apart when I have time and inspect it according to the fsm, and inspect the ecu maybe its burnt or something, hopefully then at least I'll know.

This engine ran fine when I got it, only difference was the guy was using 2871 turbo, bigger injectors, and power FC. Didn't have money for that so i got the stock things (T25, stock injectors, 62 ecu even though its a blacktop and should have E5, was told it visually looked better and it'll work, and got the older wiring harness because he ordered new ones and it looked a lot cleaner and well hidden where mine makes loops and stuff but seems ok. Also I'm using my SOHC MAF sensor not that it matters for this.

Any suggestions would be appreciated.
thanks

I suspect that the igniter might be wired wrong, its the older Q45 part # 22020 60U00 but I cant find the wiring diagram for it anywhere, all sites that had it are closed and service manuals start at 94 which is the newer one, anyone have it saved or a source available?
thanks
