CA Failed SMOG, suggestions?

So I just picked up an 89 s-chasis with a stock SOHC (has hotshot header and magnaflow exhaust) and it totally failed SMOG.

I failed for NO (PPM). At 15 MPH the car was pushing out 1928. At 25 it was at 1600.

Any suggestions on what to check/do to get this thing to pass?

One thing I'm not sure if it's contributing or not, the idle jumps between 600 and 900, not sure if a timing issue could be the cause of all of this.

HC was at 22 and 17. CO was at .01 and .01. So I'm not sure what to look at first. Should I pick up a stock cat-back and see if that helps? Is it the odd idle issue? Is it a timing issue? Is it dumping too much fuel?

You should probly have posted this in the Tech Talk area, I think there is a Couple of CA Smog Threads roaming around...

But I am sure the Header and Exhaust play a Factor in that... with Emissions..

The car passed before, so I'm just trying to see if there is anything else I can do before I take it to a shop to find out if it's going to require replacing the entire exhaust.

i dont even think hot shot headers are smog legal so that can t be part of ur problem

That's my main concern. I'm gonna find out soon. The tech could have cared less about what was in the motor since it looks stock. The only thing that looked odd to him was the Cat and the Exhaust. The idle makes me think there is something else going on though since it's rough, between 600-900. It should be doing that since it's 100% stock.

I've narrowed the emissions issues when coupled with that down to:

Bad O2 Sensor
Bad EGR valve
Bad Timing
Dirty Injectors
Finding a stock header to put on the car for now.

Turns out the EGR Sensor was disconnected. Car should pass fine now. Gonna take it to Vex to get the one line looked at and get some Stance Coils put on anyway.j
