SR20DE help

Hello, good day i have an s15 with an sr20de all stock except for headers(M/T), i have a few questions regarding it. the car when started in the morning idles at 1800rpm. adjusted the timing idling etc. and still does the same. weather here in Manila is (31-34deg) is it normal? another question is my fuel consumption i get 1:6.5(shifting 24/7 1800-2000rpm lol) liters of fuel due to idling issues. 1100rpm with air con on. (adjusted screw on intake manifold to idle at lowest) my friends usually get 1:8-8.5 on s15's. I cleaned my maf sensor already/intake manifold/contact points/changed oil/filters/plugs blabla etc. was searching here for similar problems. can it be the O2 sensor? what should i also check for my fuel consumption problem ? thank you

I think my S13 SR20DE was like 10.5ish km per liter (I assume your ratios are km/L). S15's must be lower.

Is your car just doing the regular warm up and thus the high idle (I know it's hot out)? Otherwise, check out that IACV. Anytime I've had funky idle issues the IACV has been bad and that has been on a few different engines.
