Brake lights stuck on even without the key in and lights off.

Bought a shell put a single cam ka in it wired everything up and when I hook a battery to it the brake lights come on and stay on until the battery dies. Lights aren't on, brake pedal isn't depressed, no harness or anything. The headlights aren't hooked up yet and the harness is cut in a few places but I don't think it has anything to do with the problem. Any idea what could be causing it

On the pedal there is a plastic grommet that the brake light switch rests on.

No it's a plastic grommet on the brake pedal. Look at the pedal and look at the brake switch the button on the brake light switch is suppose to close on the pedal. If there is just a hole then your missing the plastic piece.

You can try putting a bolt on it to fix the issue or you can super glue a penny onto the hole like I did for my track car.
