90% of the stuff you posted has nothing to do with the ecu.

did you even think about checking your fuses? Relays? etc?

My head lights, tail lights, reverse lights, interior lights, all that stuff WORKS when my ecu and entire engine harness isn't even there. so the "computer" isn't the problem!

check those fuses, then check again!

Also make sure you got the Large 12v+ from the alternator to those connectors near the fuse box under t he hood

Fuse is blown or wiring to fuses / fuse box is damaged. Check continuity (multimeter) on the fuses that control all of the parts that aren't functioning. Check all your grounds. Read the FSM for all the factory ground locations. How is the battery's condition?

Your ECU has nothing to do with the interior lights, tail lights, headlights etc.

That is why I asked if the car runs...If the car runs fine, then it wouldn't be the alternator or it wouldn't continually start without needing to charge the battery. I would check fuses and relays...again and again.

S15 radiator support has been welded on. If possible, welding without disconnecting battery cause blown fuse or wiring?

I'm having the same problem my tail lights ad my cluster is not lighting up I don't no what the problem. I have no blown fuses at all. My car is also a 96 and I cant drive my car at night but I do when go to work it's been like this for 2 weeks now I took out my dash and all. I still haven't found the problem if I can't by this week end I'm going to just power the tails and cluster to a switch in my cabin. Any insight would help us. I'm not the type of person to just start throwing money at the issue and no mechanic is going to touch my Silvia. I feel ya jjjawbrrg it blows!!!!

thanks for the support! from my understanding the cluster could be due to a faulty speed sensor, which i have to diagnose tomorrow. i'm figuring things out one step at a time but i don't seem to get anything fixed

if anyone has any insight it would be greatly appreciated

It has to be a blown fuse. All those are tied into the same circuit. Since all of them are not working points to the fuse being blown. If the fuse is indeed good, pop the fuse and see if you're getting voltage into the fuse socket.
