Low Beam Headlights Issue

EDIT: Original problem solved. Common sense restored.

New question: My bulbs are 3000K HID's. and they give off a "something is burning" smell. Granted, they haven't been switched on in over a year, so are the gases burning in again? Or is this normal?

Also, they're extremely hot to the touch.

I think the "low" position you are talking about are the parking lights, so your low beams shouldn't go on. The "high" position is when your headlights should turn on. I think your only problem is that your high beams are coming on when you turn your headlights on. Which I would think is not right but I don't know s14s perhaps they are meant to come on but at a lower brightness. Correct me if im wrong.
the extremely hot part is worry some though. maybe someone else know what that could be.

Wow. You, sir, are correct. With the stalk itself in the low position, and the switch rotated all the way forward, I get just my low beams. Which is what is supposed to happen. Imagine that! That's what I get for not driving the car for a year.

I can install new harnesses, but can't operate headlights. Makes sense.
