Brake/battery light on. Overcharge?

So both lights are on, this happened maybe 7 months ago but got a remaned alternator and problem went away. But now it's back on but with the car sitting overnight battery still holds to 12.3 volts. I think the problem is at idle my car puts out 15.6v at the alt and 15.3 to the battery is this to much? Is that why my lights on? I've heard it could be the voltage regulator, if it is will a shop be able to replace it rather than get a whole new alt?

Thanks

Just rechecked it and the plug that goes into the side of the alternator had a wire that broken off could this be the culprit
