Boost Controller OFF -> Boost Spikes like hell

I bought the car used, very nice car
Redtop, lots of mods.
It has a greddy profec b spec II boost controller. I made a post before about how I can set it, etc... But thats not the problem.
When I turn the boost controller off my boost spikes like crazy, still, basically as long as i floor the pedal the higher it will go, yes... VERY high... 25lbs ?...

So I'm asking what are the possible causes of this.
A boost leak...
Hoses not correctly connected...
Where can I find the valve unit under the hood?
Anything else I can visual check?

is the plastic plug still in the solenoid?

where can i find the solenoid, i have checked for it but I don't know in the area of where I should look.

follow the lines from the wastegate, chances are its mounted to the drivers side strut tower like mine

also for the sake of your car, try not to boost 25psi again....

t25 is a small turbo, better flow, ie 3" dp and 3" exhuast will cause it to spin VERY rapidly, and the internal waste gate can not open fast enough to control the boost...

thats the case on DSM's, they have t25's and thats the reason why my friends car would spike... so im guessing something similar on the SR?
