Resurfacing flywheel

I will be getting a new clutch within the next month or so, and the question of flywheel resurfacing has come up a few times.
I'm confused as to whether or not I "need" to resurface my flywheel when putting in a new clutch. Is it a "must" as when changing brake pads, or is it optional?
How do you know when your flywheel can no longer be resurfaced? (too thin) or does it nearly 'never' get too thin?
