My 1990 S13 now has an Injen intake, 8mm MDS plug wires, and a Magnaflow muffler. But the car is still too slow. No power.

What would be the best mods to do for now?

Headers? I'm still looking for CARB approved street legal.

Cat-Back exhaust?

Change to a DOHC 1991 engine?

Skyline engine?
I live in California where you can't really change engine years or engines.
