SR Sr Questions/need Some Answers

ok all you zilvia people, i hope you can help me out here. so i finally got my redtop sr running after figureing out that the CAS was shit. anyway that problem is fixed. so heres my questions. the boost doesnt come on till about 3500 rpm, i think this is a lot of lag for what im runnin with but im not sure. also it wont build boost unless im driving it. ie like if its in neutral and i rev it there is no boost being built up and my bov will not blowoff. bov works when under driving load but does flutter some. it is not recirculated. so here is my setup.

redtop sr stock t25
greddy fmic
megan manifold
greddy turbo elbow
espelir dp
apexi n1 catback
greddy hotpipe w/bov
turboxs dual stage boost controller
nismo adjustable fpr
walbro 255lph

i am running the lower port on the throtle body directly to the bov. is that bad/wrong? the little top port is going to the fpr with a T for my defi boost gauge. and the large top port is going to the boost controller. is this set up incorect?

when driving around town im showing 20inhg of vac i pretty much have to get on it to get it into boost. i guess im just wondering if some is seriously wrong. i thought that the boost would come on way quicker. please try to answer some of these Q's for me. you guys are great. thanks.
