I agree (plus gaskets), all the parts listed and included with the nismoparts kit are required.  That's where I got mine and was very happy with both the product and the service.  

Ironically the only time I've ever been challeged to street race was the first day I had the lights on.  I was in a left turn lane so a race was out of the question but some middleaged guy with a carload of people in a 1.8t golf took the integra's challenge and they were neck and neck as far as I could tell before I turned.  I thought it was pretty funny.
