S14 Stance Basics... need a lil help here

alright... so i'm trying to get the bracket to go lower on my passanger side rear which is the last thing i need to do right now and the bracket WONT go down... it's like it's stuck or something...

the other rear one would go down fine.

what could i do to loosen it up a bit? i tried spinning it while it was mounted on the strut tower as well...

idk what to do




i need it at that black dot
