sorry if this shit is redundent, but i searched everywhere and could not get a straight answer. im looking at a sr swapped car on the cheep, but the dude said he got pulled over last week and got reffed. can he sell me the car, for street use, and if he does am i still responsible for getting it reffed, or just a smog?
basically, smog is not a problem, but a state ref is.
