95 KA24DE ECU Speedo/RPM Adjustment

Ok.. This is the deal.. My speedometer was screwed up, so I bought a used cluster and installed it. The speedometer worked great and I like the look of the cluster as it was a little different than mine. I am guessing the cluster came out of a newer year..

So.. I drove around and first thing I noticed is the tachometer seemed to be showing a lower value than what the engine felt like it was revving at.. So I connected my consult cable and brought up the program and found that I was right. The program showed I was revving at 3000rpm's but the cluster only showed about 2200rpms or so..

Then my attention went to the speedometer.. My laptop doesn't have any batteries, so I took a trip and monitored the mileage on the cluster against the roadside mile markers.. That was off as well. After 50 miles (by the roadside mile markers) my odometer showed 47.62 (i guessed on the .02 addition as the 47.6 had just starting rolling). Which makes for an error of 4.76 miles over 100 mile stretch (doubles the value). This shows my car traveling slower than it actually is. With this information, I can extrapolate my speed as being 4.76% slower. Meaning if my car shows 60mph, I am actually going 62.856mph.

So.. With that in mind, is there a program I can use via the consult cable to make adjustments to the RPM and MPH shown on the newer cluster?
