I got an rb25 that i just swapped and havent started in my s13 .. It's not getting a spark.. what are the 2 blue relays for near the ecu. When i turn the key to power to check my relays, the one clicks on but the other doesnt.. are they supposed to both turn on?

I switched them both around and only the one clicks so its not the relay itself, so someone help me out with what those two relays are for and when to turn on.. thanks
