Serious Brake help

So a few months back I was driving home one day and all of the sudden my brakes stopped working. I would step on the brake and nothing would happen. I thought it was because of one of my rear brakes, apparently one of the pads was so worn that it just fell off.

So today, we replaced all the pads and even the rear calipers. We tried it out and it does pretty much the same thing. Except this time the car will stop but I have to pump the brakes rapidly. There doesn't seem to be any leaks in the lines, and we bleed all four corners before we tried.

So my question is what could be the problem? I tried the brake booster air tight test, I pumped the brakes and the resistance increased. What could it be???? we did not bleed that ABS actuator could that be it????

I'm open to any suggestions.
