Thumbs down Wipers Blow Fuses!

I did a search. If there is a thread you know of with a similair problem please refer me to it.

Anyway, it's raining today and so I figured hey what the heck, i'll use my windshield wipers. So I flick them on and get nothing, all speeds and still nothing. So I check the fuse box, fuse is blown. Easy fix?

20A fuse, replaced with 20A fuse. Start car, hit wipers, don't work. turn off car, check fuses, fuse is blown.

25A fuse, same steps same result. blown fuse.

30a fuse, same steps same result. The fuse is blown the instant the car is started.

Anyone ever experienced this or know what the heck could be doing something like this? I read something about the gauge cluster messing with people's wipers. I have replaced my DOHC HUD Cluster with a SOHC one (and put my DOHC tachometer into the SOHC.).
