The ones few of the ones I've found are for T4, T3/T4, etc. (using ka-t.org and the ka24e-t FAQ here) Does anyone know of a SOHC manifold that's for a T28, without being ass-expensive?

You could just get a plate to block it off. If you ever plan to upgrade your set up you'd be able to keep your manifold without having to buy a new one with a Wastegate flange.

2.) Even if I get a manifold for a the T28 + sr20 o2 elbow + sr20 downpipe, is this guaranteed to mate up to stock placement for exhaust? Or would this all depend on the manifold?

I'd just go to some muffler shop and have them build a custome down pipe.

3.) Would the oem sr20 smic piping go around the charcoal canister? I was going to go with a stock smic for now, but looking at CA/SR sidemount piping, they dont look like they'd fit around the canister.

4.) sr20 370cc injectors + SAFC + retarding timing = ok for stock psi?

A lot of KA-t people use that same setup for fuel manegment, it's pretty common. As long as you properly tune your car, you shouldnt have problems. SR injectors are not a drop-in into KA24Es. You should put in 88-91 NA rx7 460cc injectors or 88-91 Turbo RX7 550cc injectors.
I'm not looking to make monster, only about 220-250hp (eventually at least). Thanks.
I would recommend using a t3 z31 turbo for your set up if you're set on having 200-250 rwhp. You'd be able to use a t3 manifold without a wastegate flange. You should be able to make 230~ rwhp with: z31 t3, 460cc rx7 injectors, safc, sr sidemount and retarded timing.
