Stut bars attach across the top of the engine (front) and in the trunk (rear).  The purpose is to span between the strut towers which is where the shocks and struts bolt to at the top of the wheel wells.  These are used to stiffen up the chassis and will be most noticable with a lowered car.  A triangle bar will take this a step further.

Sway bars, which your car already has, (unless a base S14 which only has a front one) mount beneath your suspension and reduce body roll.  Adjustable ones can be used to loosen or tighten up the resposiveness of one end of a car.  

A good place to try and learn about settings is actually in GT3, while in the suspension settings adjustment.
