Question Brake booster question *pics*

I swapped the s13 booster into my 1990 hatchback and the brakes were slightly locked 24/7, i'm wondering if the adjustment shown in the pictures might allow the extra length to release the pads from the calipers.

How it was installed iirc, not sure



how i'm planning to install



is that the right way to go for less brakes when the pedal sits neutral?
