I have seen 17mm stock s-13 rear sways as well. One thing to keep in mind is the the stock 15 or 17mm bar is solid, the 21mm hicas bar is hollow. I personally ran a hicas rear sway on my s-13 with my stock 25mm front bar (most s-13's have 24mm front bars) and I noticed a pretty large difference in the rear roll stiffness. It really isn't a HUGE upgrade, but it is definitely worth the $60 to buy the hicas bar (I REALLY hope you aren't paying more than that). The only problem with the hicas rear sway is that it is hard to find urethane d-bushings for it. The front sway bar bushings from a z (I forget what model and year exactly) will work. Or you can drill out the urethane bushings for an s-13 with a 7/8 drill bit, I ran that set-up for a while.
