from what it sounds like, u have them in series causing both to go on. if u gave a diagram of ur connections it would help alot so we can see what u did wrong.

I have the low beams being powered by the factory harness. So the light is plugged into the ballest and the factory connector is plugged into the ballest. For the high beams, I have the light plugged into the ballest and the ballest is getting power from a relay harness. The factory harness is plugged into the one spare connector on the relay harness. Maybe this spare connector is the problem.

The car has done this since I bought it. The guy I bought it from only had low beam HIDs. But both high and low come on from the start.

Factory:

Low beam, just the outers come on

High beam, both come on.

I actually have an issue where I have HID low beams, and factory high beams. But on high beam, only the highs come on, not the lows as well. I think I know how to fix it, I'm just lazy, lol.

I know on a zenki for the factory lows, there are two filaments, one for low, one for high. I think kouki is setup the same way? Make sure you have the lows running to the right wires. (ie low/ground not high/ground).
